PORT DUES AND CHRGES


The following compulsory dues and charges apply to vessels visiting the Port of Miiduranna for commercial and non-commercial purposes (repairs, prolonged stay, bunkering, change of crew etc):

1. tonnage dues
2. lighthouse dues
3. ice dues
4. quay charges
5. mooring charges
6. pilotage dues
7. other charges


GENERAL GROUNDS

1.1 When calculating compulsory dues, the period of time will be rounded off to 0.5 hours, whereas a period of less than 30 minutes is considered 0.5 hours and a period over 30 minutes is considered 1 hour.

1.2 All vessels visiting the port are subject to paying compulsory port dues with the exception of vessels of the Republic of Estonia that belong to the Estonian Ministry of Defence, Ministry of Internal Affairs, Customs Board, Maritime Administration and Environmental Inspectorate if they fulfill national obligations arising from the statutes (regulation).

1.3 Upon entering the port, the captain must register the entering of the vessel declaring the following information:

a) gross tonnage
b) overall length of the vessel (L) in meters
c) middle width of the vessel (B) in meters
d) draughts of the vessel at bow (Tv) and aft (Ta) in meters

Information on gross tonnage, overall length and middle width shall be taken from the Tonnage Certificate of the vessel.

1.4 Captain giving false information concerning the vessel is obliged to pay a fine in the amount of double actual obligatory port dues.

1.5 Captain of a tugged vessel caravan shall present the required information on every immovable vessel. Port dues on vessel length of such tugged vessel caravans consists of the sum of separate elements.

1.6 Captain or the agent of the vessel shall pay for all compulsory dues and incidental services ordered by him (signs the expenses of the vessel before leaving the port). According to the legal acts of the Republic of Estonia the captain of the port may refuse to issue permission for the vessel to leave as prescribed by law in case the compulsory dues and incidental services are not paid for on time (before the leaving of the vessel or the date indicated on the bill).

1.7 A fine in the amount of 0.5 % shall be accounted for every delayed day if the port dues are not paid for in time.

2. TONNAGE DUES

2.1 Tonnage dues are levied on the basis of gross tonnage of the vessel (GT) separately for each entering and leaving of the vessel. These are:
- for dry cargo vessels - 3 EEK/GT
- for tankers with a gross tonnage (GT) over 15000 - 0,44 EUR/GT
- for tankers with a gross tonnage (GT) less than 15000 - 0,35 EUR/GT

2.2 Dues are levied from passenger vessels once a year on their first entering and leaving of the port.

2.3 Dues are levied from fishing vessels that have Miiduranna port as their homeport, once a year (in the beginning of the navigation period).


3. LIGHTHOUSE AND ICE DUES

3.1 Lighthouse and ice dues are calculated according to the regulation of the Minister of Transport and Communication and paid to the Maritime Board on the basis of the bill.

3.2 Fishing vessels are exempted from lighthouse and ice dues.


4. QUAY CHARGES

4.1 Quay charges are applied on the basis of gross tonnage(GT). This is:
- for dry cargo vessels 2 EEK/GT
- for tankers:



4.2 Quay charges are applied on fishing vessels that have Miiduranna port as their homeport, once a year.

5. MOORING CHARGES

5.1 Mooring charges are applied on mooring, unmooring or hauling by the quay sailors.

Mooring charges are applied to the following:
- dry cargo vessels (entering and leaving together)

- tankers (separately for every operation)


Mooring charges are increased 
from 6 p.m. to 6 a.m. 25 %
on during a national and public holidays 100 %.

5.2 Tonnage, quay and mooring dues give a vessel coming in for repairs or a longer stay a right to stand at quay for 5 days. After that quay dues on vessels longer than 70 meters are levied in the amount of 1 USD/24 hours/vessel length. For vessels less than 70 meters, fishing vessels, passenger vessels of the Republic of Estonia and others, the quay charges are 0,45 EEK/per hour/vessel length, upon loading and discharging the fishing vessels the quay charges are 50 EEK per hour.

5.3 In case the vessel, for the reasons caused by the captain or the owner of the vessel, delays alongside quays 1, 4, 5, 8, 9 and 10 after the completion of loading-discharge operations, a quay charge is applied in the amount of 4 USD/24 hours/vessel length.

5.4 If the cargo remains at quay after the completion of loading-discharge operations, a quay charge is applied in the amount of 1 USD/24 hours/quay m².

5.5 Upon shifting the vessel to the road with later mooring to a quay to continue loading operations and upon moving the vessel from one basin to another, only quay charges are applied for every operation separately. 

5.6 Quay charges for fishing boats:

- boats less than 6 meters – 80 EEK/per month
- boats more than 6 meters – 100 EEK/per month

5.7 Quay charges for boats, yachts and launches registered in the Republic of Estonia are 20 EEK/24 hours. For boats, yachts and launches registered abroad the charges are 80 EEK/24 hours.

5.8 Fishing vessel that has Port of Miiduranna as its homeport must pay mooring charges once a year. 


6. PILOTAGE DUES

6.1 Pilotage dues are calculated on the basis of a regulation of the Minister of Transport and Communications.


7. OTHER DUES AND CHARGES

7.1 Water supply – on the basis of tariffs established in the port
7.2 Territory rental – 5 EEK/per month
7.3 Electricity supply – on the basis of tariffs established in the port
7.4 Cargo charges – 3-10 EEK/ cubic meter, m³, ton.
